Jakarta to Maximize TPS 3R for Better Waste Management

Jakarta Governor Pramono Anung reiterated the Jakarta government's dedication to tackling waste problems through an end-to-end approach. This aligns with Jakarta Gubernatorial Instruction No. 5/2026 on at-source waste sorting and management.

"We are seeing a paradigm shift in waste management. We have moved away from the old "collect-and-dispose" model to a more sustainable "sort-transport-process" system," Pramono remarked at the TPS 3R in Menteng Atas, South Jakarta.

During his visit, he inspected the Menteng Atas 3R (Reduce, Reuse, Recycle) Waste Treatment Facility, which is operated in collaboration with the private sector, namely PT Morego Green Indonesia and PT Metro Klina Intranusa.

The Menteng Atas 3R facility serves as a collection point for waste generated by households, hotels, restaurants, and cafes. This waste is pre-sorted and processed on-site before the final residue is transported to the Bantargebang Landfill.

The Jakarta government has set a target that by August 1, 2026, Bantargebang will exclusively accept processed residue. This policy aligns with the gradual phase-out of open dumping practices, aiming for zero open dumping by 2029.

"Starting August 1, Bantargebang will no longer rely entirely on the old "transport-and-dump" method; we want to ensure that what is sent to Bantargebang is primarily the residue," he stated.

Pramono added that by leveraging creative financing, the Menteng Atas 3R site aims to scale its processing capacity to 100 tons per day.

Local residential waste accounts for about 6–8 tons daily, while the volume from office buildings, commercial areas, and the hospitality sector—including hotels and cafes—could reach as high as 132 tons.

"They have a more compact and straightforward RDF system compared to the Rorotan plant. Its true capacity can reach 150 tons, despite at present, it is only operating at 30 tons per shift," he explained.

Jakarta currently possesses 29 to 31 TPS 3R facilities, yet their utilization rate remains low at only around 21 percent of total capacity. He aims to maximize these facilities by transitioning the waste management system from the traditional 'collect-and-dump' pattern to 'sort-collect-process.

To achieve this, he is pushing for the activation and professional management of existing facilities through private sector involvement.

"We will continue to pursue creative financing like this—a mutually beneficial collaboration between the private sector and the Jakarta government. We are very much open to such opportunities," he explained.

Pramono is also optimistic that Jakarta's waste management issues will be resolved more effectively alongside the development of three waste-to-energy (WtE) plants.

"Hopefully, construction can commence in the near future. There will be three plants in total," he hoped.

Besides waste processing infrastructure, he emphasized that the government will take decisive action against private companies that violate waste management laws.

"While private entities have rarely faced legal consequences in the past, I have now instructed my staff to make public announcements and pursue legal action against violators," he added.

Jakarta Environmental Agency Head, Dudi Gardesi Asikin added that his agency will optimize the operation of TPS 3R facilities to address Jakarta's waste problems.

"For next year, we have no plans to add new facilities; instead, we will focus on optimizing the existing ones," he emphasized.
